Technical consulting services for wind power

The Group’s Engineering Unit (formerly Gas Natural Fenosa Engineering, now Gas Natural Generation Engineering and Development) won the contracts for consulting and international technological advisory services on the Sere and García Moreno wind farms.

ico_check_naranjaPre-feasibility and feasibility studies for the García Moreno wind farm, with 35 MW of gross electric power, being developed by the Government of Ecuador through the institutions of its Ministry of Electricity and Renewable Energies and the National Pre-investment Institute.

International consulting

The Group’s engineering unit has been providing technical advisory services for wind power to international electric companies and the Government of Ecuador since 2002.

Engineering services

Engineering services were provided over a three-year period for four million euros, consisting of the following:

Project development

Three teams were put together for project development:

  1. Expat Spanish team in South Africa: comprising the in-country project manager, the quality expert, the health, safety and environment expert, the planning and cost control expert, the electrical engineering expert, the wind turbine assembly expert and the site manager.
  2. Local South African team supporting the Spanish team: comprising one civil engineering expert, two secretaries and one technical assistant.
  3. Spanish team located in Madrid: comprising the Madrid-based project manager and a group of technical experts from all the engineering areas involved: wind resource, expert in wind turbines, civil and electrical engineering, and experts in health, quality and the environment.

The contract also included an ambitious training plan for Eskom staff, aimed at providing their engineers with the know-how they require. The training plan consisted of giving several courses on different subjects related to assessment and analysis of wind resources, and managing, engineering and construction of wind farms. The courses were given by professionals from Gas Natural Fenosa’s Engineering Group.

The construction and start-up of the Sere wind farm was a major milestone for Eskom, as it is its first high-power wind energy project and one of the largest in South Africa. The project was funded by the World Bank, which carried out continual audits and visits to verify its evolution and construction.

Timeline

Some of the project’s major milestones include:

  • 15-03-2013:Start of the technical assistance contract
  • 25-09-2013: Construction of the first wind turbine foundation
  • 02-12-2013: Assembly of the first wind turbine
  • 11-07-2014: Powering-up of the substation and electrical line
  • 15-10-2014: First generation line goes on network
  • 14-02-2015: Completion of the wind farm start-up

The Sere wind farm project has been recognised with several awards:

Moreover, the Sere wind farm project was the first technical services provision contract for the Eskom electric company, which is Africa’s largest utility, generating 95% of the power in the country of South Africa and 45% on the continent overall. The know-how of the Gas Natural Fenosa engineering group (acquired over more than 20 years of experience in the field of wind power in Spain) was key to the project’s success, including methodologies for project development during design phases and during project management, construction, supervision and start-up.
